The city of St. Louis has many homes that are set on top of hilly landscape and far off driveways, that lead the way to a somewhat hidden home. Several properties are woody, with shrubs and trees lining the entrances. Some of the landscape that is planted is pivotal in avoiding the issues that infiltration of storm water can cause. Residents have also taken to natural preventatives such as rain gardens, creating a proactive barrier to absorb rainwater. Landscaping, trees, shrubs are known to lessen the negative effects of wet weather events into the sewer systems as well as add aesthetic value to properties.  Excessive stormwater can worsen flooding, as well as cause a rise to the sea level, promoting shoreline erosion and damage to affected neighborhoods.

The city has implemented a measure to counteract such damages by building a large rain garden in north St. Louis. Last year the city experienced major flooding which created a massive sewer overflow of about 200 million gallons. This was one of the largest nationwide- within a timeframe of over two years, leaving many residents and businesses to regain and rebuild. The widespread flooding was worst along the Meramec River in the southern part of the St. Louis region. An estimate of 7,000 structures were damaged. The city has since been inventive in its approach; putting in place strategies to better protect treatment plants from major floods. A levee built to withstand a 500-year flood was not enough to prevent a ruinous situation.

 

Interestingly, a rain garden can help prevent low levels of flooding. Most storms that come through St. Louis typically deliver a little over an inch of rain over the course of 24 hours. A garden full of native perennial plants could potentially capture the first inch of rainfall. Generally, the cost to build a rain garden can range from ten to fifteen dollars per square foot. Specific areas of the city are offering a grant program to encourage homeowners, businesses, and organizations in their rainscaping endeavors.

St. Louis, did you know the city is offering rebates for rainscaping? Rainscaping is any combination of plantings, water features, catch basins, permeable pavement, and other activities that manage storm water as close as possible to where it falls, rather than moving it someplace else. In addition to rain gardens and bioswales, a diverse landscape that includes trees, shrubs, perennials, mulch, and amended soils intercepts and disperses rain as it falls, and allows more water absorption into the soil and near plants. To participate in this water conservation program, each landowner with property located in one of the focus areas, is eligible to receive a rebate of 75% of approved and documented costs up to a maximum of $4,500 for project design, implementation, and/or maintenance costs for rainscaping all or part of their yards. Residential, institutional, and commercial landowners are eligible to participate.

Rainscaping practices can include features such as rain gardens, bioswales, trees and shrubs, green roofs, etc. to slow down, soak up and reuse rainwater before it carries pollutants to a local stream.  Rainscaping can also be utilized to solve a drainage problem and improve water quality. A rain garden beautifies property and creates habitat for wildlife, such as birds and butterflies, in addition to other benefits.

Metropolitan St. Louis Sewer District’s Project Clear is the initiative to improve water quality and alleviate many wastewater concerns in the St. Louis region. It will invest billions of dollars over a generation in planning, designing, and building community rainscaping projects, system improvements, and an extensive program of maintenance and repair. One of the initiatives for MSD Project Clear includes $100 million in rainscaping investments. Rainscaping is any combination of plantings, water features, catch basins, permeable pavement, and more that manage stormwater as close as possible to where it falls, rather than moving it someplace else. Below ground level, improved soils store and filter storm water, allowing the surrounding area to slowly absorb it over time. Above ground level, native plants, basins, and water features create public green spaces that also help store water. Used effectively, rainscaping can reclaim storm water naturally, reduce sewer overflows, and minimize basement backups. The purpose of the Rainscaping Program is to reduce the volume of storm water in our combined sewer system by installing landscaping that helps capture rain where it falls, instead of allowing water to run off-site. Rainscaping can also be employed to solve a drainage problem, increase aesthetic appeal, improve property values, and attract birds and butterflies, in addition to other benefits.
